About BASIX

The Building Sustainability Index (BASIX) aims to deliver equitable, effective water and

greenhouse gas reductions across the state. BASIX is one of the strongest sustainable

planning measures to be undertaken in Australia.

BASIX and the planning system

An integrated part of the planning system, BASIX is implemented under the Environmental Planning and Assessment Act. BASIX applies to all residential dwelling types and is part of the development application process in NSW.

BASIX assessment

BASIX is assessed online using the BASIX assessment tool. The tool checks elements of a proposed design against sustainability targets.

BASIX reduces water and energy consumption in homes across NSW. These environmental outcomes also provide a long term financial saving for the homeowner – and a valuable contribution to the sustainable future of our communities.

BASIX - Additions & Alterations

 

In NSW, extensions and/or alterations to existing homes that have a construction cost in excess of $50,000 are required to have BASIX certification, however optional BASIX certification is available for all other applications and is recommended.

 

Development applications only containing new pools with a volume in excess of 40,000 litres require a BASIX certification as well.

 

The energy and water savings commitments for home Alterations & Additions are;

  • 40% of all new light fittings must be of new technology (energy saving).

  • All new plumbing installations must have a minimum rating of 3 stars.

  • All new walls, ceilings, floors and roofs  are assessed and likely to be insulated.

  • All new skylights are assessed.

  • If a new pool is installed, a rain tank and / or a pool cover may be required to be installed. The pool filter must also be controlled by a timer.

  • Electric storage hot water unit are no longer acceptable by law except from some applications.

Swimming pools

​

  • If you are building a new dwelling and including a swimming pool of any size it will need to comply with BASIX.

  • If you are lodging plans for your pool as an alteration and addition you will need to comply with BASIX only if the volume of the pool is more than 40,000 litres.

  • The BASIX requirements relating to the installation of a pool will depend on pool size, heating type and the water target zone.
